An energy audit is a structured process of building assessment that determines:

  • Energy losses through the building envelope (walls, windows, roof, and basement) and engineering systems

  • Compliance of all building elements with existing standards

  • Resource consumption patterns

  • The building’s energy efficiency class

Following the audit, clients receive recommendations for thermal modernisation measures that ultimately reduce energy costs for heating, hot water supply, cooling, lighting, and other needs.

All findings of the audit are recorded in a detailed report and/or energy certificate, which is handed over to the client. Based on these recommendations, the client can prioritise modernisation measures, taking into account required investment, potential savings, and other key factors.

WHEN IS AN ENERGY AUDIT REQUIRED?

With the continuous increase in utility tariffs, more and more housing associations, management companies, entrepreneurs, and owners of large facilities are considering energy efficiency and seeking ways to cut electricity consumption.

An energy audit is the first essential step towards creating a cost-optimisation plan. It allows decision-makers to allocate resources effectively and achieve measurable savings in the shortest possible time.

The main goal is to analyse how energy is used within a building, identify all sources of heat loss, and develop practical solutions to minimise them.

WHY IS AN ENERGY AUDIT NECESSARY?

On 23 July 2018, the Law of Ukraine “On Energy Efficiency of Buildings” came into effect. This law obliges building owners and construction clients to carry out an energy audit.

From 1 July 2019 (following the implementation of Directive 2010/31/EU), energy efficiency certification became mandatory for:

  • new buildings,

  • buildings and parts of buildings leased for more than one year,

  • multi-apartment residential buildings and housing complexes.

An energy audit is also a prerequisite for participation in the programmes of the Ukrainian Energy Efficiency Fund, particularly for homeowners’ associations (HOAs) seeking to obtain “warm loans” for energy efficiency improvements in multi-apartment buildings.

For private homeowners, an energy audit is required to access preferential credit schemes for residential energy efficiency upgrades co-financed from the state budget.

What does an energy audit include?

During an energy audit, specialists:

  • Analyse actual or projected characteristics of the building envelope and engineering systems

  • Assess whether the calculated level of energy efficiency meets the minimum standards set by the Ministry of Regional Development of Ukraine

  • Provide recommendations for improving the energy efficiency of the building

The results are recorded in an energy performance certificate, which becomes part of the construction documentation and the official building passport.

ENERGY AUDITS OF COMMERCIAL BUILDINGS

Energy audits apply to shopping and office centres, sports and cultural facilities, healthcare, education, and government institutions. These buildings usually have:

  • large floor areas,

  • high internal climate requirements,

  • and high energy consumption per square metre.

This means they offer significant energy-saving potential, and the first step towards improvement is an energy audit.

The audit focuses on the gap between projected and actual energy use of a building’s engineering systems. When developing an improvement plan, it is crucial to account for external climate conditions and the interaction between energy-saving measures. Simply summing up measures without this analysis may not deliver savings — in fact, it can sometimes increase energy consumption.

Based on audit results, experts identify potential modernisation options and prepare an energy saving programme that includes:

  • a set of measures,

  • technical and economic justifications,

  • ranking of measures by cost-effectiveness and payback period.
