The Master Plan of a settlement is the main type of urban planning documentation at the local level. It justifies the long-term strategy for land use and development of the settlement, taking into account state, community, and private interests.

The Detailed Territorial Plan defines the planning organisation and functional purpose, spatial composition, building parameters, and landscape design of a quarter, micro-district, or another part of a settlement. It is prepared to obtain urban planning conditions and restrictions for planned development. A topographic survey is carried out before the preparation of a detailed plan.

The Historical and Urban Planning Justification (HUPJ) is a research document that defines the feasibility of construction within a historical area of a settlement, including volumetric and spatial parameters of the object. It considers the impact on cultural heritage sites and the preservation of the traditional character of the environment. The HUPJ establishes the feasibility of new construction or reconstruction of buildings and defines the permissible parameters for such works.
