It justifies the long-term strategy for land use and development of the settlement, taking into account state, community, and private interests.<\/p>\n<p data-start=\"1460\" data-end=\"1851\">The <strong data-start=\"1464\" data-end=\"1493\">Detailed Territorial Plan<\/strong> defines the planning organisation and functional purpose, spatial composition, building parameters, and landscape design of a quarter, micro-district, or another part of a settlement.
